Russian military are testing some unknown technology. By the looks of it, this is a portable, individual tent meant to protect infantry from winter weather during assaults. Apparently, Russian soldiers are expected to move forward while wearing this tent on themselves. So far, a trial batch of 10 units has been mentioned, intended for two groups of five soldiers each.
